Why aren’t we “Home Rule” now?
Villa Park was a home rule community up until 1980, when voters rejected it because they believed that it would lower their taxes.
This proved to be a mistaken belief. When Villa Park repealed home rule in 1980 it had to restructure its debt to meet statutory requirements. This restructuring raised the community’s debt costs and forced an INCREASED tax rate.
